Paul graduated from Queen’s University Belfast in 2013 with a First Class Honours (having also spent a year studying business at St. Andrews University (North Carolina, USA) as part of a scholarship with the British Council) and immediately commenced his training contract in Tughans. Following seats in the Corporate and Dispute Resolution departments, Paul qualified in 2015 and is now a Director in the firm’s Contracts & Technology team.

Paul has built up a breadth of experience and advises clients of all sizes across a wide range of sectors. He regularly provides advice and assistance on commercial contracts to both purchasers and suppliers, including in the strategic structuring, negotiating and implementation of deals and commercial arrangements. Within the IP & IT space; Paul has completed a secondment in the legal team of the software division of FD Technologies PLC.

Paul has also developed particular expertise in Data Protection laws and assists clients in carrying out organisation-wide Data Protection Compliance Projects as well as advising on ad hoc matters (generally including the exercise of data subjects rights and identifying and managing personal data breach events).

In the area of Public Procurement law, Paul has advised public and quasi-public entities in Northern Ireland for many years in relation to their responsibilities and obligations under Public Procurement laws and policies (including the Public Contracts Regulations 2015 and Utilities Contracts Regulations 2016). On the “other side”, Paul also assists suppliers in the participation in, and negotiation of contracts as part of, public tender opportunities and works alongside colleagues in the firm’s Disputes Resolution team regarding supplier-side clients’ challenging of tender exercises. Paul obtained a Commendation in a Post-Graduate Certificate in Public Procurement Law and Policy from the University of Nottingham.
